SIPA Announces 2026–2030 Strategic Plan: A Roadmap Rooted in Community
Search to Involve Pilipino Americans (SIPA) is proud to unveil its 2026–2030 Strategic Plan, a five-year roadmap that sets the organization’s direction for deepening its impact and building a sustainable future.
A Vision Grounded in Legacy and Growth
"This plan is more than a roadmap—it is a collective vision shaped by the voices, experiences, and aspirations of the community we serve and to which we belong," said Kimmy Maniquis, Executive Director of SIPA, in her letter introducing the plan.
Over the past several months, SIPA engaged staff, partners, stakeholders, and community members in deep conversation about what the organization must become to meet the needs of a changing landscape. Those conversations surfaced a clear set of priorities: investing in SIPA's people, enhancing its programs, building sustainable infrastructure, and forging partnerships that amplify its mission.
At the heart of the plan are SIPA's vision and mission.
Vision: SIPA envisions a world where expansive possibilities reside, culture is honored, and everyone thrives — advancing transformation one step, one story, and one family at a time.
Mission: Drawing on Filipino American values and serving as stewards of the multi-racial community of Historic Filipinotown, SIPA's mission is to build bridges across generations and cultures that cultivate community care, belonging, and transformation.
Three Priority Areas Guide the Path Forward
The strategic plan organizes SIPA's work over the next five years around three core priority areas:
1. Cultural Roots & Leadership
SIPA aims to reach 3,500 youth and families through cultural and identity-affirming programs including Filipino Summer Program, Hiraya Teatro, and other cultural enrichment offerings through partnerships with culture bearers, artists, and community organizations. The plan also calls for reaching 1,600 community members by empowering young people to become authentic, creative critical thinkers and change agents — including a strengthened Youth Advisory Council and an expanded Youth Fellows program that builds leadership through project-based initiatives designed and led by youth.
2. SANA (Health & Social Services)
Through its SANA initiative, SIPA plans to broaden its reach to 7,000 Filipino-American, immigrant, and low-income individuals, expanding bilingual and culturally responsive services, wraparound navigation, and access to food and essential resources for 3,000 low-income immigrant families. The plan also commits to expanding SANA's culturally responsive mental health services by 150%, building a wraparound model that spans prevention, support groups, clinical therapy, and community healing practices. A third goal focuses on engaging 30 community members to help shape SANA's programs and build a community-to-social-services workforce pipeline.
3. Community Economic Development
SIPA will work to stabilize its affordable housing developments following recent Limited Partner transfers, while supporting twelve Historic Filipinotown and Filipino-owned small businesses annually through incubation support, brand collaborations and referrals to our partner Asian Pacific Islander Small Business Consortium (APISBC) for counseling and the Entrepreneur Training Program. The plan also commits SIPA to deepen its advocacy on affordability, displacement prevention, and community voice in decisions affecting Historic Filipinotown — and to exploring community ownership through commercial property acquisition by 2030 and beyond.
Looking Ahead
"SIPA has always stood at the intersection of culture, service, and enrichment," Maniquis wrote. "Our history is rooted in advocacy and community care, and our future depends on our ability to evolve while honoring that legacy."
The plan reflects SIPA's ongoing commitment to accountability, transparency, and innovation, and reaffirms the organization's belief that strong, culturally rooted communities are essential to a thriving and equitable society.
